On August 17, telephone conversations between the representatives of the Rosselkhoznadzor and the State Plant Quarantine Inspectorate were held at the Cabinet of Ministers of the Republic of Uzbekistan on ensuring the safety of fruit and vegetable products supplied from Uzbekistan to Russia.
The Rosselkhoznadzor expressed concern about the situation with the identification of quarantine facilities for Russia in Uzbek fruit and vegetable products coming from Kazakhstan accompanied by phytosanitary certificates issued by the Kazakh quarantine service. For 17 days of August, about 120 tons of infected fruits were found, which were forced to undergo the destruction procedure.
At the same time, in 2017, a protocol on compliance with phytosanitary requirements when importing Uzbek fruit and vegetable products to high phytosanitary risk was signed between the agriculture supervising authorities of Russia and Uzbekistan, according to which all parties should be accompanied by certificates issued only by the Republic of Uzbekistan.
In order to avoid the arrival of contaminated products to Russia and to improve the effectiveness of quarantine phytosanitary control, the Rosselkhoznadzor suggested that the Uzbek side send goods only to the temporary storage facility where plant quarantine facilities are equipped, and the Russian agency asked representatives of Uzbekistan to send copies of phytosanitary certificates to the Rosselkhoznadzor e-mail , accompanying each consignment of plant products, intended for importation into Russia.
In addition, the Rosselkhoznadzor asked the Uzbek side to assist in the verification of the authenticity of these documents.
A representative of the State Plant Quarantine Inspectorate said that Uzbekistan is interested in solving the current situation and expressed readiness to establish the most fruitful interagency cooperation.
The parties agreed to organize a meeting to discuss in detail the issues of ensuring phytosanitary security in the mutual supply of plant products during the visit of the delegation of the State Plant Quarantine Inspection to Russia in early September to exchange experience and participate in the IPPC and FAO Regional Seminar for Central and Eastern Europe and Central Asia.
The seminar will be held from 3 to 8 September 2018 on the basis of the All-Russian Center for Plant Quarantine subordinated to the Rosselkhoznadzor.
