Negotiations between the Rosselkhoznadzor and Administration of Quality Supervision Inspection and Quarantine of the People’s Republic of China

The telephone negotiations between the Rosselkhoznadzor and Administration of Chinese Quality Supervision Inspection and Quarantine (AQSIQ) officials with participation of the RF Ministry of Agriculture officials were held on June 20, 2017.

During negotiations the surveillance authorities’ officials discussed new version of the Protocol for phytosanitary requirements for wheat exported from Russia to China (current Protocol was signed in December 2015). The proposed amendments are associated with the extension of the list of Russian regions authorized for export of wheat to China and amendments made in the List of harmful wheat pests quarantinable in China attached to the said Protocol. The Rosselkhoznadzor representatives informed the Chinese colleagues that the amendments made in the List of harmful pest quarantinable in China would be analyzed by the Russian plant quarantine experts within the shortest possible time.

The parties discussed in details some technical aspects of Russian wheat supplies to China in accordance with the said Protocol including requirements for the product transportation, accompanying document contents and Chinese procedure for authorization of Russian establishments growing, processing and storing wheat intended for export to China.

After provided clarifications the Russian party confirmed that it would submit its comments for the amended draft Protocol to the Chinese colleagues within a week.

The parties agreed to accelerate communications in order to agree the final version of the Protocol and prepare it for signing.
